HOW ROGUE TECHIES ARMED THE PREDATOR, ALMOST STOPPED 9/11, AND ACCIDENTALLY INVENTED REMOTE WAR

ON THE AFTERNOON of October 7, 2001, the first day of the war in Afghanistan, an Air Force pilot named Scott Swanson made history while sitting in a captain’s chair designed for an RV. His contribution to posterity was to kill someone in a completely novel way.

In the moments leading up to the act, Swanson was nervous. He sat in a darkened trailer tucked behind a parking garage at CIA headquarters in Langley, Virginia, remotely piloting a Predator drone over Kandahar, 6,900 miles away. Nearly everything about his rig had been cobbled together and hastily assembled. The Predator itself, one of just a handful in existence, was flying about 250 pounds heavier than usual. And the satellite communications link that connected Swanson to the aircraft would periodically shut down due to a power issue, which software engineers in California were frantically trying to patch.

When the order came through to take the shot, Swanson pulled a trigger on his joystick. A little more than a second later, a Hellfire missile slid off an aluminum rail on the Predator’s wing and sailed into the Afghan night.

Swanson’s target was a pickup truck parked outside a compound thought to be hiding Mullah Omar, the supreme commander of the Taliban. The missile killed two unidentified men believed to have been his bodyguards. It was the first time a US drone had fired a weapon in combat. The War in Syria: Complex and More Dangerous

Russian military intervention in Syria has expanded considerably over the past month and may accelerate further if the destruction of Metrojet Flight 9628 over Sinai is proved to be the work of Islamic State (IS).

The US-led coalition against IS in Syria is meanwhile steadily losing its active members, even as the US escalates its bombing campaign and declares a greater willingness to deploy Special Forces units inside Syria. While the UK prevaricates on its involvement within Syria, Israel has launched new attacks on Hezbollah there and Turkey pursues its own interests against IS and Kurdish factions alike. The risks of accidental escalation between these disparate actors is rising as the complexity of the war grows.

Introduction

The October briefing reported a number of developments in the war in Syria, including the Russian intervention, a likely extension of the US-led air war and a change in US strategy towards arming opposition groups in preference to training them. Perhaps most significantly there were revised US intelligence estimates indicating that Islamic State (IS) was gaining new recruits in Syria and Iraq at a rate more than compensating for the heavy losses caused by the air strikes in both countries.

This briefing provides an updated analysis based on developments since mid-October as they apply to Syria in particular. Its main focus is on two developments early in November. One was the criticism of UK policy towards Syria by the Chief of the Defence Staff, General Sir Nicholas Houghton, who argued that the UK was letting its allies down by not joining in the air strikes against IS in Syria. The second was the destruction on 31 October of a Russian charter airliner shortly after it began a flight from Sharm el-Sheikh in southern Sinai to St Petersburg, killing all 224 passengers and crew.

Military Criticism of UK Inaction

The comments of General Houghton caused some concern as they were paralleled by a more controversial expression of opposition to the views of the new Labour Party Leader, Jeremy Corbyn, over the Trident nuclear weapons system. There has been concern that General Houghton has strayed too far into the political dimension with his Trident-related comments, but this has been less the case in relation to his views on attacking Syria in that there is already cross-party opposition to that policy.

What General Houghton’s comments have done is to focus attention on the nature of the air war in Syria which has involved nine coalition partners: Saudi Arabia, Bahrain, the United Arab Emirates (UAE), Morocco, Jordan, Canada and the United States plus, since September, Australia and France. Although the US has carried out around 95% of the attacks, the presence of a range of other countries has added weight to the idea of a united, broadly based and multinational coalition opposing IS in Syria.

The reality is actually quite different as six of the nine coalition partners have ceased undertaking air strikes in the past nine months, although some may still be involved in support operations. Bahrain ceased air strike operations nine months ago, the UAE and Morocco eight months ago, Jordan three months ago and Saudi Arabia just two months ago. These countries are all now more actively involved in their war in Yemen. The fifth country, Canada, under new Prime Minister Justin Trudeau, is withdrawing from all air strike operations over Syria and Iraq.

Of the remaining coalition partners, France is reported to have carried out just two air strikes over Syria with all of the rest of the 270 attacks being over Iraq. Finally, Australia’s air force has undertaken 434 air strikes but up to 2 October had only undertaken two attacks in Syria before pausing in its operations when Russia started its intervention. Belgium and Denmark also pulled out their fighter-bombers from operations over Iraq in July and September respectively.

To all intents and purposes, the air war that has evolved over Syria is now a US operation with minimal involvement from western allies and no operations being undertaken by regional allies. There certainly is an increased intensity of air strikes against IS in Syria but this is entirely down to increased US operations, especially from the Turkish base at Incirlik, less than 30 minutes flight from IS-controlled territory in northern Syria. It is thus fast becoming an American war and this may explain General Houghton’s concern, bearing in mind that it makes it far easier for IS propagandists to portray their role as being the guardians of Islam under persistent attack by the “far enemy” of the United States and its western allies.

Meanwhile, Russian air operations continue although at a lower level than those of the United States. The great majority continue to be against the opponents of the Assad regime and are serving to ensure that those areas of north west Syria that are strongly supportive of the regime are secure from opponents. There are occasional Russian air strikes against IS targets and, while these are of little military consequence, their political significance could be considerable following the destruction of the Russian airliner over Sinai. Sheldon Wolin: Political Giant Dead At Ninety-Three - Chris Hedges

Sheldon Wolin, our most important contemporary political theorist, died Oct. 21 at the age of 93.

In his books “Democracy Incorporated: Managed Democracy and the Specter of Inverted Totalitarianism” and “Politics and Vision,” a massive survey of Western political thought that his former student Cornel West calls “magisterial,” Wolin lays bare the realities of our bankrupt democracy, the causes behind the decline of American empire and the rise of a new and terrifying configuration of corporate power he calls “inverted totalitarianism.

Wendy Brown, a political science professor at UC Berkeley and another former student of Wolin’s, said in an email to me: “Resisting the monopolies on left theory by Marxism and on democratic theory by liberalism, Wolin developed a distinctive—even distinctively American—analysis of the political present and of radical democratic possibilities. He was especially prescient in theorizing the heavy statism forging what we now call neoliberalism, and in revealing the novel fusions of economic with political power that he took to be poisoning democracy at its root.

Wolin throughout his scholarship charted the devolution of American democracy and in his last book, “Democracy Incorporated,” details our peculiar form of corporate totalitarianism. “One cannot point to any national institution[s] that can accurately be described as democratic,” he writes in that book, “surely not in the highly managed, money-saturated elections, the lobby-infested Congress, the imperial presidency, the class-biased judicial and penal system, or, least of all, the media.”

Inverted totalitarianism is different from classical forms of totalitarianism. It does not find its expression in a demagogue or charismatic leader but in the faceless anonymity of the corporate state. Our inverted totalitarianism pays outward fealty to the facade of electoral politics, the Constitution, civil liberties, freedom of the press, the independence of the judiciary, and the iconography, traditions and language of American patriotism, but it has effectively seized all of the mechanisms of power to render the citizen impotent

“Unlike the Nazis, who made life uncertain for the wealthy and privileged while providing social programs for the working class and poor, inverted totalitarianism exploits the poor, reducing or weakening health programs and social services, regimenting mass education for an insecure workforce threatened by the importation of low-wage workers,” Wolin writes. “Employment in a high-tech, volatile, and globalized economy is normally as precarious as during an old-fashioned depression. The result is that citizenship, or what remains of it, is practiced amidst a continuing state of worry. Hobbes had it right: when citizens are insecure and at the same time driven by competitive aspirations, they yearn for political stability rather than civic engagement, protection rather than political involvement.”

Inverted totalitarianism, Wolin said when we met at his home in Salem, Ore., in 2014 to film a nearly three-hour interview, constantly “projects power upwards.” It is “the antithesis of constitutional power.” It is designed to create instability to keep a citizenry off balance and passive.

He writes, “Downsizing, reorganization, bubbles bursting, unions busted, quickly outdated skills, and transfer of jobs abroad create not just fear but an economy of fear, a system of control whose power feeds on uncertainty, yet a system that, according to its analysts, is eminently rational.

Inverted totalitarianism also “perpetuates politics all the time,” Wolin said when we spoke, “but a politics that is not political.” The endless and extravagant election cycles, he said, are an example of politics without politics. “Instead of participating in power,” he writes, “the virtual citizen is invited to have ‘opinions’: measurable responses to questions predesigned to elicit them.”

Political campaigns rarely discuss substantive issues. They center on manufactured political personalities, empty rhetoric, sophisticated public relations, slick advertising, propaganda and the constant use of focus groups and opinion polls to loop back to voters what they want to hear. Money has effectively replaced the vote. Every current presidential candidate—including Bernie Sanders—understands, to use Wolin’s words, that “the subject of empire is taboo in electoral debates.” The citizen is irrelevant. He or she is nothing more than a spectator, allowed to vote and then forgotten once the carnival of elections ends and corporations and their lobbyists get back to the business of ruling.

“If the main purpose of elections is to serve up pliant legislators for lobbyists to shape, such a system deserves to be called ‘misrepresentative or clientry government,’ ” Wolin writes. “It is, at one and the same time, a powerful contributing factor to the depoliticization of the citizenry, as well as reason for characterizing the system as one of antidemocracy.”

The result, he writes, is that the public is “denied the use of state power.” Wolin deplores the trivialization of political discourse, a tactic used to leave the public fragmented, antagonistic and emotionally charged while leaving corporate power and empire unchallenged.

“Cultural wars might seem an indication of strong political involvements,” he writes. “Actually they are a substitute. The notoriety they receive from the media and from politicians eager to take firm stands on nonsubstantive issues serves to distract attention and contribute to a cant politics of the inconsequential.

“The ruling groups can now operate on the assumption that they don’t need the traditional notion of something called a public in the broad sense of a coherent whole,” he said in our meeting. “They now have the tools to deal with the very disparities and differences that they have themselves helped to create. It’s a game in which you manage to undermine the cohesiveness that the public requires if they [the public] are to be politically effective. And at the same time, you create these different, distinct groups that inevitably find themselves in tension or at odds or in competition with other groups, so that it becomes more of a melee than it does become a way of fashioning majorities.”

In classical totalitarian regimes, such as those of Nazi fascism or Soviet communism, economics was subordinate to politics. But “under inverted totalitarianism the reverse is true,” Wolin writes. “Economics dominates politics—and with that domination comes different forms of ruthlessness.

He continues: “The United States has become the showcase of how democracy can be managed without appearing to be suppressed.”

The corporate state, Wolin told me, is “legitimated by elections it controls.” To extinguish democracy, it rewrites and distorts laws and legislation that once protected democracy. Basic rights are, in essence, revoked by judicial and legislative fiat. Courts and legislative bodies, in the service of corporate power, reinterpret laws to strip them of their original meaning in order to strengthen corporate control and abolish corporate oversight.

He writes: “Why negate a constitution, as the Nazis did, if it is possible simultaneously to exploit porosity and legitimate power by means of judicial interpretations that declare huge campaign contributions to be protected speech under the First Amendment, or that treat heavily financed and organized lobbying by large corporations as a simple application of the people’s right to petition their government?”

Our system of inverted totalitarianism will avoid harsh and violent measures of control “as long as ... dissent remains ineffectual,” he told me. “The government does not need to stamp out dissent. The uniformity of imposed public opinion through the corporate media does a very effective job.”

And the elites, especially the intellectual class, have been bought off. “Through a combination of governmental contracts, corporate and foundation funds, joint projects involving university and corporate researchers, and wealthy individual donors, universities (especially so-called research universities), intellectuals, scholars, and researchers have been seamlessly integrated into the system,” Wolin writes. “No books burned, no refugee Einsteins.”

But, he warns, should the population—steadily stripped of its most basic rights, including the right to privacy, and increasingly impoverished and bereft of hope—become restive, inverted totalitarianism will become as brutal and violent as past totalitarian states. “The war on terrorism, with its accompanying emphasis upon ‘homeland security,’ presumes that state power, now inflated by doctrines of preemptive war and released from treaty obligations and the potential constraints of international judicial bodies, can turn inwards,” he writes, “confident that in its domestic pursuit of terrorists the powers it claimed, like the powers projected abroad, would be measured, not by ordinary constitutional standards, but by the shadowy and ubiquitous character of terrorism as officially defined.”

The indiscriminate police violence in poor communities of color is an example of the ability of the corporate state to “legally” harass and kill citizens with impunity. The cruder forms of control—from militarized police to wholesale surveillance, as well as police serving as judge, jury and executioner, now a reality for the underclass—will become a reality for all of us should we begin to resist the continued funneling of power and wealth upward. We are tolerated as citizens, Wolin warns, only as long as we participate in the illusion of a participatory democracy. The moment we rebel and refuse to take part in the illusion, the face of inverted totalitarianism will look like the face of past systems of totalitarianism.

“The significance of the African-American prison population is political,” he writes. “What is notable about the African-American population generally is that it is highly sophisticated politically and by far the one group that throughout the twentieth century kept alive a spirit of resistance and rebelliousness. In that context, criminal justice is as much a strategy of political neutralization as it is a channel of instinctive racism.”

In his writings, Wolin expresses consternation for a population severed from print and the nuanced world of ideas. He sees cinema, like television, as “tyrannical” because of its ability to “block out, eliminate whatever might introduce qualification, ambiguity, or dialogue.” He rails against what he calls a “monochromatic media” with corporate-approved pundits used to identify “the problem and its parameters, creating a box that dissenters struggle vainly to elude. The critic who insists on changing the context is dismissed as irrelevant, extremist, ‘the Left’—or ignored altogether.”

The constant dissemination of illusions permits myth rather than reality to dominate the decisions of the power elites. And when myth dominates, disaster descends upon the empire, as 14 years of futile war in the Middle East and our failure to react to climate change illustrate. Wolin writes

When myth begins to govern decision-makers in a world where ambiguity and stubborn facts abound, the result is a disconnect between the actors and the reality. They convince themselves that the forces of darkness possess weapons of mass destruction and nuclear capabilities: that their own nation is privileged by a god who inspired the Founding Fathers and the writing of the nation’s constitution; and that a class structure of great and stubborn inequalities does not exist. A grim but joyous few see portents of a world that is living out “the last days.”

Wolin was a bombardier and a navigator on a B-24 Liberator heavy bomber in the South Pacific in World War II. He flew 51 combat missions. The planes had crews of up to 10. From Guadalcanal, he advanced with American forces as they captured islands in the Pacific. During the campaign the military high command decided to direct the B-24 bombers—which were huge and difficult to fly in addition to having little maneuverability—against Japanese ships, a tactic that saw tremendous losses of planes and American lives. The use of the B-24, nicknamed “the flying boxcar” and “the flying coffin,” to attack warships bristling with antiaircraft guns exposed for Wolin the callousness of military commanders who blithely sacrificed their air crews and war machines in schemes that offered little chance of success.

“It was terrible,” he said of the orders to bomb ships. “We received awful losses from that, because these big, lumbering aircraft, particularly flying low trying to hit the Japanese navy—and we lost countless people in it, countless.

“We had quite a few psychological casualties ... men, boys, who just couldn’t take it anymore,” he said, “just couldn’t stand the strain of getting up at 5 in the morning and proceeding to get into these aircraft and go and getting shot at for a while and coming back to rest for another day.”

Wolin saw the militarists and the corporatists, who formed an unholy coalition to orchestrate the rise of a global American empire after the war, as the forces that extinguished American democracy. He called inverted totalitarianism “the true face of Superpower.” These war profiteers and militarists, advocating the doctrine of total war during the Cold War, bled the country of resources. They also worked in tandem to dismantle popular institutions and organizations such as labor unions to politically disempower and impoverish workers. They “normalized” war. And Wolin warns that, as in all empires, they eventually will be “eviscerated by their own expansionism.” There will never be a return to democracy, he cautions, until the unchecked power of the militarists and corporatists is dramatically curtailed. A war state cannot be a democratic state

Wolin writes: National defense was declared inseparable from a strong economy. The fixation upon mobilization and rearmament inspired the gradual disappearance from the national political agenda of the regulation and control of corporations. The defender of the free world needed the power of the globalizing, expanding corporation, not an economy hampered by “trust busting.” Moreover, since the enemy was rabidly anticapitalist, every measure that strengthened capitalism was a blow against the enemy. Once the battle lines between communism and the “free society” were drawn, the economy became untouchable for purposes other than “strengthening” capitalism. The ultimate merger would be between capitalism and democracy. Once the identity and security of democracy were successfully identified with the Cold War and with the methods for waging it, the stage was set for the intimidation of most politics left or right.

The result is a nation dedicated almost exclusively to waging war

“When a constitutionally limited government utilizes weapons of horrendous destructive power, subsidizes their development, and becomes the world’s largest arms dealer,” Wolin writes, “the Constitution is conscripted to serve as power’s apprentice rather than its conscience.

He goes on: That the patriotic citizen unswervingly supports the military and its huge budget means that conservatives have succeeded in persuading the public that the military is distinct from government. Thus the most substantial element of state power is removed from public debate. Similarly in his/her new status as imperial citizen the believer remains contemptuous of bureaucracy yet does not hesitate to obey the directives issued by the Department of Homeland Security, the largest and most intrusive governmental department in the history of the nation. Identification with militarism and patriotism, along with the images of American might projected by the media, serves to make the individual citizen feel stronger, thereby compensating for the feelings of weakness visited by the economy upon an overworked, exhausted, and insecure labor force. For its antipolitics inverted totalitarianism requires believers, patriots, and nonunion “guest workers.

Sheldon Wolin was often considered an outcast among contemporary political theorists whose concentration on quantitative analysis and behaviorialism led them to eschew the examination of broad political theory and ideas. Wolin insisted that philosophy, even that written by the ancient Greeks, was not a dead relic but a vital tool to examine and challenge the assumptions and ideologies of contemporary systems of power and political thought. Political theory, he argued, was “primarily a civic and secondarily an academic activity.” It had a role “not just as an historical discipline that dealt with the critical examination of idea systems,” he told me, but as a force “in helping to fashion public policies and governmental directions, and above all civic education, in a way that would further ... the goals of a more democratic, more egalitarian, more educated society.” His 1969 essay “Political Theory as a Vocation” argued for this imperative and chastised fellow academics who focused their work on data collection and academic minutiae. He writes, with his usual lucidity and literary flourishes, in that essay:

In a fundamental sense, our world has become as perhaps no previous world has, the product of design, the product of theories about human structures deliberately created rather than historically articulated. But in another sense, the embodiment of theory in the world has resulted in a world impervious to theory. The giant, routinized structures defy fundamental alteration and, at the same time, display an unchallengeable legitimacy, for the rational, scientific, and technological principles on which they are based seem in perfect accord with an age committed to science, rationalism and technology. Above all, it is a world which appears to have rendered epic theory superfluous. Theory, as Hegel had foreseen, must take the form of “explanation.” Truly, it seems to be the age when Minerva’s owl has taken flight.

Wolin’s 1960 masterpiece “Politics and Vision,” subtitled “Continuity and Innovation in Western Political Thought,” drew on a vast array of political theorists and philosophers including Plato, Aristotle, Augustine, Immanuel Kant, John Locke, John Calvin, Martin Luther, Thomas Hobbes, Friedrich Nietzsche, Karl Marx, Max Weber, John Dewey and Hannah Arendt to reflect back to us our political and cultural reality. His task, he stated at the end of the book, was, “in the era of Superpower,” to “nurture the civic consciousness of the society.” The imperative to amplify and protect democratic traditions from the contemporary forces that sought to destroy them permeated all of his work, including his books “Hobbes and the Epic Tradition of Political Theory” and “Tocqueville Between Two Worlds: The Making of a Political and Theoretical Life.”

Wolin’s magnificence as a scholar was matched by his magnificence as a human being. He stood with students at UC Berkeley, where he taught, to support the Free Speech Movement and wrote passionately in its defense. Many of these essays were published in “The Berkeley Rebellion and Beyond: Essays on Politics and Education in the Technological Society.” Later, as a professor at Princeton University, he was one of a handful of faculty members who joined students to call for divestment of investments in apartheid South Africa. He once accompanied students to present the case to Princeton alumni. “I’ve never been jeered quite so roundly,” he said. “Some of them called me [a] 50-year-old ... sophomore and that kind of thing.”

From 1981 to 1983, Wolin published Democracy: A Journal of Political Renewal and Radical Change. In its pages he and other writers called out the con game of neoliberalism, the danger of empire, the rise of unchecked corporate power and the erosion of democratic institutions and ideals. The journal swiftly made him a pariah within the politics department at Princeton.

“I remember once when I was up editing that journal, I left a copy of it on the table in the faculty room hoping that somebody would read it and comment,” he said. “I never heard a word. And during all the time I was there and doing Democracy, I never had one colleague come up to me and either say something positive or even negative about it. Just absolute silence.”

Max Weber, whom Wolin called “the greatest of all sociologists,” argues in his essay “Politics as a Vocation” that those who dedicate their lives to striving for justice in the modern political arena are like the classical heroes who can never overcome what the ancient Greeks called fortuna. These heroes, Wolin writes in “Politics and Vision,” rise up nevertheless “to heights of moral passion and grandeur, harried by a deep sense of responsibility.” Yet, Wolin goes on, “at bottom, [the contemporary hero] is a figure as futile and pathetic as his classical counterpart. The fate of the classical hero was that he could never overcome contingency or fortuna; the special irony of the modern hero is that he struggles in a world where contingency has been routed by bureaucratized procedures and nothing remains for the hero to contend against. Weber’s political leader is rendered superfluous by the very bureaucratic world that Weber discovered: even charisma has been bureaucratized. We are left with the ambiguity of the political man fired by deep passion—‘to be passionate, ira et studium, is … the element of the political leader’—but facing the impersonal world of bureaucracy which lives by the passionless principle that Weber frequently cited, sine ira et studio, ‘without scorn or bias.’ ”

Wolin writes that even when faced with certain defeat, all of us are called to the “awful responsibility” of the fight for justice, equality and liberty.

“You don’t win,” Wolin said at the end of our talk. “Or you win rarely. And if you win, it’s often for a very short time. That’s why politics is a vocation for Weber. It’s not an occasional undertaking that we assume every two years or every four years when there’s an election. It’s a constant occupation and preoccupation. And the problem, as Weber saw it, was to understand it not as a partisan kind of education in the politicians or political party sense, but as in the broad understanding of what political life should be and what is required to make it sustainable. He’s calling for a certain kind of understanding that’s very different from what we think about when we associate political understanding with how do you vote or what party do you support or what cause do you support. Weber’s asking us to step back and say what kind of political order, and the values associated with it that it promotes, are we willing to really give a lot for, including sacrifice.”

Wolin embodied the qualities Weber ascribes to the hero. He struggled against forces he knew he could not vanquish. He never wavered in the fight as an intellectual and, more important, in the fight as a citizen. He was one of the first to explain to us the transformation of our capitalist democracy into a new species of totalitarianism. He warned us of the consequences of unbridled empire or superpower. He called on us to rise up and resist. His “Democracy Incorporated” was ignored by every major newspaper and journal in the country. This did not surprise him. He knew his power. So did his enemies. All his fears for the nation have come to pass. A corporate monstrosity rules us. If we held up a scorecard we would have to say Wolin lost, but we would also have to acknowledge the integrity, brilliance, courage and nobility of his life. More

Sheldon Wolin passed away just under two weeks ago at the age of 93. He was an incredibly important thinker for our times. His book, "Democracy Incorporated", is a must-read as far as I am concerned. In it he lays out his critique of contemporary America and defines it as an "inverted totalitarian" society, in which politics have become subservient to economics.

Basic rights are, in essence, revoked by judicial and legislative fiat. Courts and legislative bodies, in the service of corporate power, reinterpret laws to strip them of their original meaning in order to strengthen corporate control and abolish corporate oversight.

He writes: “Why negate a constitution, as the Nazis did, if it is possible simultaneously to exploit porosity and legitimate power by means of judicial interpretations that declare huge campaign contributions to be protected speech under the First Amendment, or that treat heavily financed and organized lobbying by large corporations as a simple application of the people’s right to petition their government?”

Exxon's Climate Change Cover-Up Is 'Unparalleled Evil,' Says Activist

Exxon Mobil's decision to hide research that confirmed fossil fuels' role in global warming for decades amounts to "unparalleled evil," environmentalist Bill McKibben said.

In an op-ed published Wednesday in The Guardian, the activist once called "the nation's leading environmentalist" said the oil giant set back by decades any effective action to curb climate change when it publicly disputed the very facts its research confirmed.

"To understand the treachery -- the sheer, profound, and I think unparalleled evil -- of Exxon, one must remember the timing," he wrote. "Global warming became a public topic in 1988, thanks to Nasa scientist James Hansen -- it’s taken a quarter-century and counting for the world to take effective action."

Over the past three weeks, the results of two independent investigations were published by the Pulitzer-Prize winning website Inside Climate News and the Los Angeles Times.

The evidence was damning.

By 1978, Exxon's senior scientists told management that carbon dioxide emissions from burning fossil fuels warmed the planet, according to the investigations. By 1982, the company's own analysis of climate models found temperatures could rise up to 5 degrees from the "connection between Exxon's major business and the role of fossil fuel combustion in contributing to the increase in atmospheric CO2." By 1991, a senior researcher at the company's Canadian subsidiary said such temperature rises "will clearly affect sea ice, icebergs, permafrost and sea levels."

"If at any point in that journey Exxon -- largest oil company on Earth, most profitable enterprise in human history -- had said: 'Our own research shows that these scientists are right and that we are in a dangerous place,' the faux debate would effectively have ended," McKibben wrote. "That’s all it would have taken; stripped of the cover provided by doubt, humanity would have gotten to work."

Yet, publicly, Exxon funded institutes to cook up reports denying the overwhelming consensus of the scientific community and, as it happens, its own researchers.

"[T]his company had the singular capacity to change the course of world history for the better and instead it changed that course for the infinitely worse," McKibben wrote. "In its greed Exxon helped -- more than any other institution -- to kill our planet."

The long-term petroleum price outlook - When will it escalate?

For the last few years, the Saudi kingdom’s insistence on pumping oil at high capacity has dramatically depressed oil prices. The result has undermined Saudi’s major oil rivals in OPEC – like Iran and Venezuela.

It has also hit Russia, hard.

Rating agency Standard & Poor forecasts that Russia’s budget deficit is set to swell to 4.4 per cent of GDP this year. Russia’s own finance ministry concedes that if expenditures continue at this rate, within sixteen months – by around the end of next year – its oil reserve funds will be exhausted.

Meanwhile, over the last year real incomes have dropped by 9.8 per cent, and food prices have spiked by 17 per cent, heightening the risk of civil unrest.

System failureh

Rumbling along beneath the surface of such financial woes are deeper systemic issues.

A report from the Swedish Defence Research Agency notes that “prolonged dry periods in southern Russia are having the effect of reducing the level of food production”.

Most of Russia’s wheat imports come from Kazakhstan, “where climate change is expected to exacerbate droughts. These impacts would make farming harder and food more expensive,” observe Dr. Marina Sharmina and Dr. Christopher Jones of the Tyndall Centre for Climate Change Research.

Russia’s looming energy crisis is the other elephant in the room. In 2013, HSBC forecasted that Russia would hit peak oil between 2018 and 2019, experiencing a brief plateau before declining by 30 per cent from 2020 to 2025.

That year, Fitch Ratings came to pretty much the same conclusion. And last year, Leonid Fedun, vice-president of Russia’s second largest oil producer, Lukoil, predicted that the production could peak earlier due to falling oil prices and US-EU sanctions.

The Department for Continuing Education at the University of Oxford is pleased to invite applications for a fully-funded scholarship to undertake the part-time Doctor of Philosophy (DPhil) in Sustainable Urban Development.

 

The successful applicant will undertake research on the economic impact, broadly considered, of the Coed Darcy oil refinery conversion project and the associated Swansea University Bay Campus development. Report finds many nuclear power plant systems “insecure by design”

A study of the information security measures at civilian nuclear energy facilities around the world found a wide range of problems at many facilities that could leave them vulnerable to attacks on industrial control systems—potentially causing interruptions in electrical power or even damage to the reactors themselves.

The study, undertaken by Caroline Baylon, David Livingstone, and Roger Brunt of the UK international affairs think tank Chatham House, found that many nuclear power plants’ systems were “insecure by design” and vulnerable to attacks that could have wide-ranging impacts in the physical world—including the disruption of the electrical power grid and the release of “significant quantities of ionizing radiation.” It would not require an attack with the sophistication of Stuxnet to do significant damage, the researchers suggested, based on the poor security present at many plants and the track record of incidents already caused by software.

The researchers found that many nuclear power plant systems were not “air gapped” from the Internet and that they had virtual private network access that operators were “sometimes unaware of.” And in facilities that did have physical partitioning from the Internet, those measures could be circumvented with a flash drive or other portable media introduced into their onsite network—something that would be entirely too simple given the security posture of many civilian nuclear operators. The use of personal devices on plant networks and other gaps in security could easily introduce malware into nuclear plants’ networks, the researchers warned.
The security strategies of many operators examined in the report were “reactive rather than proactive,” the Chatham House researchers noted, meaning that there was little in the way of monitoring of systems for anomalies that might warn of a cyber-attack on a facility. An attack could be well underway before it was detected. And because of poor training around information security, the people responsible for operating the plants would likely not know what to do.

That problem is heightened by what the researchers characterized as a “communication breakdown” between IT security professionals and the plant operations staff, and a simple lack of awareness among plant operations people about the potential dangers of cyber-attacks. Cultural differences between IT and nuclear engineering culture cause friction at some facilities, in fact—making it difficult for IT and security staff to get across the problem with the poor security practices in the plants.

Unfortunately, there’s no way to tell how bad the problem really is, because the nuclear industry doesn’t talk about breaches.

“The infrequency of cyber security incident disclosure at nuclear facilities makes it difficult to assess the true extent of the problem and may lead nuclear industry personnel to believe that there are few incidents,” the researchers wrote in their summary. ”Moreover, limited collaboration with other industries or information-sharing means that the nuclear industry tends not to learn from other industries that are more advanced in this field.”

These issues, combined with a lack of regulation, may lead to an underestimation of risk by nuclear operators and result in a lack of budgeting or planning for reducing the risk of attack. More

Why Assad turned to Moscow for help

Iran has long been sending troops and material to help Syrian autocrat Bashar Assad wage war against his own people. But now Tehran is busy establishing a state within a state — which is why Assad now wants help from Russia.

Fear of his enemies was the primary reason for Bashar Assad’s call for help to Moscow. “But right after that came the fear of his friends,” says a Russian official who long worked in his country’s embassy in Damascus. The friend he refers to is Iran, the Syrian regime’s most important protector.

“Assad and those around him are afraid of the Iranians,” the Russian says. Anger over the arrogance of the Iranians, who treat Syria like a colony, is also part of it, the Russian continues. Most of all, though, the Syrians “mistrust Tehran’s goals, for which Assad’s position of power may no longer be decisive. That is why the Syrians absolutely want us in the country.”

What the Russian diplomat, who wants to remain anonymous, has to say is a bit jarring at first. Without the Shiite auxiliaries from Iran, Afghanistan, Pakistan, Iraq and Lebanon — whose recruitment and transfer is organized by the Iranian Revolutionary Guard — Assad’s rule would long since have come to an end. Yet his comments are complemented by a number of additional details that add up to an image of a behind-the-scenes power struggle — one which casts a new, scary light on the condition of the Syrian regime and on the country’s prospects as a whole.

The Iranian Revolutionary Guard has long planned and carried out the most important missions and operations of the Syrian regime. They were responsible, right down to the details, for the sporadically successful offensives in Aleppo in the north and Daraa in the south, which began in 2013. In Iran, the Revolutionary Guard is one of those groups intent on continuing the “Islamic Revolution” — the victory of Shiites over the Sunnis. They are a state within a state, one which owns several companies and is answerable only to Iran’s Supreme Leader Ali Khamenei. President Hassan Rohani has no power over the Revolutionary Guard whatsoever.

Their goals go far beyond merely reestablishing the status quo in Syria. In early 2013, Hojatoleslam Mehdi Taeb, one of the planners behind Iran’s engagement in Syria, said: “Syria is the 35th province of Iran and it is a strategic province for us.” For several decades, the alliance between the Assads and Iran was a profitable one, particularly in opposition to the Iraq of Saddam Hussein, which long had the upper hand in the region. But today, Assad depends on Iran to remain in power, and Tehran is taking advantage of the situation.

Using a variety of pathways, both civilian and military, Tehran is currently in the process of establishing itself in Syria. Military means are being employed to strengthen the holdings of the Shiite militia Hezbollah in areas near the border with Lebanon. To serve this goal, the Syrian National Defense Forces were established, troops that exist alongside the regular Syrian army and which includes tens of thousands of fighters who were trained in Iran. Still, the National Defense Forces have begun to disintegrate into local mafia militias and have actually accelerated the loss of state control over those regions.

Changes Afoot

It is, however, primarily in the civilian sector where significant changes are afoot. Just as in Damascus, Latakia and Jabla, increasing numbers of hosseiniehs — Shiite religious teaching centers — are opening. The centers are aimed at converting Sunnis, and even the Alawites, the denomination to which the Assads belong, to “correct” Shiite Islam by way of sermons and stipends. In addition, the government decreed one year ago that state-run religion schools were to teach Shiite material.

All of this is taking place to the consternation of the Alawites, who have begun to voice their displeasure. “They are throwing us back a thousand years. We don’t even wear headscarves and we aren’t Shiites,” Alawites complained on the Jableh News Facebook page. There were also grumblings when a Shiite mosque opened in Latakia and an imam there announced: “We don’t need you. We need your children and grandchildren.”

In addition, Iranian emissaries, either directly or via middlemen, have been buying land and buildings in Damascus, including almost the entire former Jewish quarter, and trying to settle Shiites from other countries there.

Talib Ibrahim, an Alawite communist from Masyaf who fled to the Netherlands many years ago, summarizes the mood as follows: “Assad wants the Iranians as fighters, but increasingly they are interfering ideologically with domestic affairs. The Russians don’t do that.”

That’s why Assad has now decided to place his fate in the hands of the religiously unproblematic Russia, which last week transferred aircraft and troops to its military base in the northern Syrian town of Latakia and began flying airstrikes. The fight against the Islamic State terror militia served as a pretext for the operation, but the initial air strikes have not targeted the Islamists at all. Islamic Declaration Blasts Short-Sighted Capitalism, Demands Action on Climate

Just as scientists announced July was the hottest month in recorded history, and ahead of a major climate summit in Paris later this year, an international group of Islamic leaders on Tuesday released a public declaration calling on the religion's 1.6 billion followers to engage on the issue of global warming and take bold action to stem its worst impacts.

Released during an international symposium taking place in Istanbul, the Islamic Declaration on Global Climate Change is signed by 60 Muslim scholars and leaders of the faith who acknowledge that—despite the short-term economic benefits of oil, coal, and gas—humanity's use of fossil fuels is the main cause of global warming which increasingly threatens "a functioning climate, healthy air to breathe, regular seasons, and living oceans."

The declaration states there is deep irony that humanity's "unwise and short-sighted use of these resources is now resulting in the destruction of the very conditions that have made our life on earth possible."

"Our attitude to these gifts has been short-sighted, and we have abused them," it continues. "What will future generations say of us, who leave them a degraded planet as our legacy? How will we face our Lord and Creator?"

The declaration by the Muslim leaders follows the widely lauded encyclical released by Pope Francis, leader of the Roman Catholic Church, earlier this summer in which he called for a drastic transformation of the world's economies and energy systems in order to stave off the worst impacts of an increasingly hotter planet. Additionally, hundreds of Jewish Rabbis also released a Rabbinic Letter on the Climate Crisis and dozens of other denominations and churches have joined the global movement to divest their financial holdings from the fossil fuel industry.

Fazlun Khalid, founder of the Islamic Foundation for Ecology and Environmental Sciences and a signatory to the declaration, said the unified statement "is the work of world renowned Islamic environmentalists" and that its goal is to trigger richer dialogue and further action. Khalid said he would be happy if other people adopt or improve upon the ideas contained within the document.

As with the papal encyclical, the Muslim scholars take special note of how global capitalism—namely the "relentless pursuit of economic growth and consumption"—has fostered an energy paradigm that now threatens the sustainability of living systems and human society.

With a focus on the upcoming Conference of Parties (COP21) talks in Paris, the declaration urges leaders to forge an "equitable and binding" agreement and called on all nations to:

  • Aim to phase out greenhouse gas emissions as soon as possible in order to stabilize greenhouse gas concentrations in the atmosphere;
  • Commit themselves to 100 % renewable energy and/or a zero emissions strategy as early as possible, to mitigate the environmental impact of their activities;
  • Invest in decentralized renewable energy, which is the best way to reduce poverty and achieve sustainable development;
  • Realize that to chase after unlimited economic growth in a planet that is finite and already overloaded is not viable. Growth must be pursued wisely and in moderation; placing a priority on increasing the resilience of all, and especially the most vulnerable, to the climate change impacts already underway and expected to continue for many years to come.
  • Set in motion a fresh model of wellbeing, based on an alternative to the current financial model which depletes resources, degrades the environment, and deepens inequality.
  • Prioritise adaptation efforts with appropriate support to the vulnerable countries with the least capacity to adapt. And to vulnerable groups, including indigenous peoples, women and children.

When it comes to wealthier nations and the oil-rich states of the world, the declaration called on them to specifically:

  • Lead the way in phasing out their greenhouse gas emissions as early as possible and no later than the middle of the century;
  • Provide generous financial and technical support to the less well-off to achieve a phase-out of greenhouse gases as early as possible;
  • Recognize the moral obligation to reduce consumption so that the poor may benefit from what is left of the earth’s non-renewable resources;
  • Stay within the ‘2 degree’ limit, or, preferably, within the ‘1.5 degree’ limit, bearing in mind that two-thirds of the earth’s proven fossil fuel reserves remain in the ground;
  • Re-focus their concerns from unethical profit from the environment, to that of preserving it and elevating the condition of the world’s poor.
  • Invest in the creation of a green economy.

Additionally, focusing on the corporate sector and business interests who profit most from exploitative activities and the current burning of fossil fuels, the declaration argues those institutions to:

  • Shoulder the consequences of their profit-making activities, and take a visibly more active role in reducing their carbon footprint and other forms of impact upon the natural environment;
  • In order to mitigate the environmental impact of their activities, commit themselves to 100 % renewable energy and/or a zero emissions strategy as early as possible and shift investments into renewable energy;
  • Change from the current business model which is based on an unsustainable escalating economy, and to adopt a circular economy that is wholly sustainable;
  • Pay more heed to social and ecological responsibilities, particularly to the extent that they extract and utilize scarce resources;
  • Assist in the divestment from the fossil fuel driven economy and the scaling up of renewable energy and other ecological alternatives.

Such a rounded and full-throated declaration was met with applause by climate campaigners, anti-poverty advocates, and social justice voices from around the world.

Referring to Pope Francis' earlier declaration, Craeynest acknowledged the vital importance of religious leaders taking such bold and powerful stances. "As leaders of the two largest global faiths express grave concern about our fragile climate, there is no justifiable way political leaders can put the interests of the fossil fuel industry above of the needs of people, particularly the poorest, and of our planet."

Wael Hmaidan, international director of the Climate Action Network, called the declaration a potential game changer and said, "Civil society is delighted by this powerful Climate Declaration coming from the Islamic community as it challenges all world leaders, and especially oil producing nations, to phase out their carbon emissions and supports the just transition to 100% renewable energy as a necessity to tackle climate change, reduce poverty and deliver sustainable development around the world."

Celebrating the growing call among faith communities and religious scholars for bold climate action, Hoda Baraka, the global communications director for the climate action group 350.org, said the Islamic declaration reveals the important ways in which international consensus is solidifying across cultures. "With the end of the fossil fuel era approaching," declared Baraka, "we have a moral responsibility to expedite the transition to clean energy protecting those most impacted from the climate crisis. The declaration’s call for divestment reinforces the moral impetus behind the fast-growing movement to divest from fossil fuels and helps expand its reach in faith communities around the world."

Speaking for the UN climate body, UNFCCC Executive Secretary Christiana Figueres also welcomed the declaration.

"A clean energy, sustainable future for everyone ultimately rests on a fundamental shift in the understanding of how we value the environment and each other," Figueres said. "Islam’s teachings, which emphasize the duty of humans as stewards of the Earth and the teacher’s role as an appointed guide to correct behavior, provide guidance to take the right action on climate change." Islamic Climate Change Declaration Calls for Zero Emissions Strategy


18 August 2015: Islamic leaders, during an International Islamic Climate Change Symposium, called on the world's 1.6 billion Muslims to take an active role in combating climate change and urged governments to agree to a new climate change agreement in Paris.


The Symposium convened to discuss proposed messages from the Islamic community and to mobilize stakeholders in advance of the Paris Climate Change Conference in December 2015. It also aimed to seek consensus on an ‘Islamic Declaration on Climate Change,' which was drafted and circulated for comments prior to the symposium.


Approximately 60 participants, including international development policymakers, faith group leaders, academics and other experts, attended the Symposium, which met from 17-18 August 2015, in Istanbul, Turkey. The event provided the opportunity for: networking with leaders from other faiths and secular organizations; promoting inter-faith and cross-movement cooperation around joint messages; focusing on the role and contribution of Muslims to the climate movement; and securing high-level representation from participating stakeholder groups. The Symposium reaffirmed that the Islamic faith community represents a significant section of the global population and, thus, can be influential in the climate change discourse.


The 'Islamic Declaration on Climate Change,' agreed to by participants, presents the moral case, based on Islamic teachings, for Muslims and people of all faiths to act on climate change. It was drafted by international Islamic scholars from around the world and is “in harmony” with the Papal Encyclical.


The Declaration urges: setting clear targets and monitoring systems; phasing out greenhouse gas emissions; committing to 100% renewable energy and/or a zero emissions strategy; and richer countries and oil-producing states to lead the way in phasing out their emissions by 2050. The Declaration also calls for, inter alia: the provision of financial and technical support to poorer countries to phase out greenhouse gases; limiting temperature rise to below 2°C, and preferably below 1.5°C; investing in a green economy; and prioritizing adaptation efforts with support to more vulnerable countries.


In addition, the Declaration urges corporations, finance and the business sector to, inter alia: reduce their carbon footprint; commit to 100% renewable energy and/or a zero emissions strategy; adopt a “circular economy that is wholly sustainable”; consider social and ecological responsibilities; and help in divesting from the fossil fuel driven economy.


Welcoming the Declaration, UNFCCC Executive Secretary Christiana Secretary Christiana Figueres said that Islam's teachings, which emphasize the “duty of humans as stewards of the Earth and the teacher's role as an appointed guide to correct behavior,” provides guidance to take action on climate change.


The Pew Research Center data estimates that 84% of the world's population is religiously affiliated, which points to the importance of support by faith groups for climate action. Many other faiths and denominations have also called for governments to act on climate change, including through the Papal Encyclical, a forthcoming Buddhist Declaration on climate change and a Rabbinic Letter on the Climate Crisis. To avoid counting civilian deaths, Obama re-defined “militant” to mean “all military-age males in a strike zone

Virtually every time the U.S. fires a missile from a drone and ends the lives of Muslims, American media outlets dutifully trumpet in headlines that the dead were "militants" — even though those media outlets literally do not have the slightest idea of who was actually killed.

They simply cite always-unnamed "officials" claiming that the dead were "militants." It’s the most obvious and inexcusable form of rank propaganda: media outlets continuously propagating a vital claim without having the slightest idea if it’s true.

This practice continues even though key Obama officials have been caught lying, a term used advisedly, about how many civilians they’re killing. I’ve written and said many times before that in American media discourse, the definition of "militant" is any human being whose life is extinguished when an American missile or bomb detonates (that term was even used when Anwar Awlaki’s 16-year-old American son, Abdulrahman, was killed by a U.S. drone in Yemen two weeks after a drone killed his father, even though nobody claims the teenager was anything but completely innocent: "Another U.S. Drone Strike Kills Militants in Yemen").

This morning, the New York Times has a very lengthy and detailed article about President Obama’s counter-Terrorism policies based on interviews with "three dozen of his current and former advisers." I’m writing separately about the numerous revelations contained in that article, but want specifically to highlight this one vital passage about how the Obama administration determines who is a "militant." The article explains that Obama’s rhetorical emphasis on avoiding civilian deaths "did not significantly change" the drone program, because Obama himself simply expanded the definition of a "militant" to ensure that it includes virtually everyone killed by his drone strikes. Just read this remarkable passage;

Mr. Obama embraced a disputed method for counting civilian casualties that did little to box him in. It in effect counts all military-age males in a strike zone as combatants, according to several administration officials, unless there is explicit intelligence posthumously proving them innocent.

Counterterrorism officials insist this approach is one of simple logic: people in an area of known terrorist activity, or found with a top Qaeda operative, are probably up to no good. "Al Qaeda is an insular, paranoid organization — innocent neighbors don’t hitchhike rides in the back of trucks headed for the border with guns and bombs," said one official, who requested anonymity to speak about what is still a classified program.

This counting method may partly explain the official claims of extraordinarily low collateral deaths. In a speech last year Mr. Brennan, Mr. Obama’s trusted adviser, said that not a single noncombatant had been killed in a year of strikes. And in a recent interview, a senior administration official said that the number of civilians killed in drone strikes in Pakistan under Mr. Obama was in the "single digits" — and that independent counts of scores or hundreds of civilian deaths unwittingly draw on false propaganda claims by militants.

But in interviews, three former senior intelligence officials expressed disbelief that the number could be so low. The C.I.A. accounting has so troubled some administration officials outside the agency that they have brought their concerns to the White House. One called it "guilt by association" that has led to "deceptive" estimates of civilian casualties.

"It bothers me when they say there were seven guys, so they must all be militants," the official said. "They count the corpses and they’re not really sure who they are."

For the moment, leave the ethical issues to the side that arise from viewing "all military-age males in a strike zone as combatants"; that’s nothing less than sociopathic, a term I use advisedly, but I discuss that in the separate, longer piece I’ve written. For now, consider what this means for American media outlets. Any of them which use the term "militants" to describe those killed by U.S. strikes are knowingly disseminating a false and misleading term of propaganda. By "militant," the Obama administration literally means nothing more than: any military-age male whom we kill, even when we know nothing else about them. They have no idea whether the person killed is really a militant: if they’re male and of a certain age they just call them one in order to whitewash their behavior and propagandize the citizenry (unless conclusive evidence somehow later emerges proving their innocence).

What kind of self-respecting media outlet would be party to this practice? Here’s the New York Times documenting that this is what the term "militant" means when used by government officials. Any media outlet that continues using it while knowing this is explicitly choosing to be an instrument for state propaganda — not that that’s anything new, but this makes this clearer than it’s ever been.
