Scholarship announcement: Oxford-Prince's Foundation Scholarship for the part-time DPhil in Sustainable Urban Development

The Department for Continuing Education at the University of Oxford is pleased to invite applications for a fully-funded scholarship to undertake the part-time Doctor of Philosophy (DPhil) in Sustainable Urban Development.

 

The successful applicant will undertake research on the economic impact, broadly considered, of the Coed Darcy oil refinery conversion project and the associated Swansea University Bay Campus development. Potential research themes include: economic sustainability of brownfield redevelopment projects; economic sustainability assessment methodologies; urban design and economic sustainability; sustainable regional development; R&D and growth poles; regeneration of economically vulnerable regions; green growth strategies and shrinking regions; institutional factors in sustainable economic competitiveness; corporate social responsibility and urban sustainability; or any other theme(s) of the candidate’s choosing.

This scholarship is jointly funded by the University and by the Prince’s Foundation for Building Community and is only tenable at Kellogg College. A Traditional Future

Pakistani architect Yasmeen Lari uses local building techniques to rebuild villages in the flood-stricken Sindh region.

Yasmeen Lari is Pakistan’s first female architect and one of the most successful providers of disaster relief shelters in the world. She has built over 36,000 houses for victims of floods and earthquakes in Pakistan since 2010.

Shunning the structurally weak, mass-produced houses offered by international organisations, Lari uses vernacular techniques and local materials such as lime and bamboo. Her houses have a tiny carbon footprint and are simple enough for people to build themselves. With this, she hopes to demonstrate the role that architecture can play in humanitarian aid.

“I often tell my colleagues, let us not treat disaster-affected households as destitute, needing handouts … but with dignity,” she says.

Lari once built giant concrete and steel buildings for clients like the Pakistani State Oil company. But when disaster struck in 2005, she turned to traditional techniques to design flood and earthquake proof buildings for people in remote regions.

She returns to the Sindh region to see how her homes survived the 2013 floods and helps villagers in Awaran after the 2013 Balochistan earthquake.

Just a week before I left for Pakistan to film this documentary, the chief minister of my home state Rajasthan in India (which, incidentally, borders Sindh, the part of Pakistan that I was about to visit), pledged that within the next two years, there would be not a single mud house left standing in the state.

For many years the central government in India has already had a programme in place, which gives those in rural areas a sum of money to replace their traditional mud houses with brick and cement structures. Traditional is seen as poor and inferior and the fast track to “development” cannot, God forbid, be lined with mud and thatch houses.

While filming in Pakistan, I shared our chief minister’s announcement with an artisan who works with Yasmeen Lari at the Heritage Foundation in a village called Moak Sharif in Sindh.

“Thank God we’re decades behind India in this development business,” he said.

On one of my travels in Orissa in India, to a village called Govindpur that is resisting land acquisition for the mega steel company, POSCO, I met a woman who was rebuilding her kachcha house (made of natural materials, such as mud, bamboo and leave) despite being able to access government funding for a concrete house.

“We depend on this land for everything, we take what we know can be replenished. People in cities have no connection with the land so they don’t think twice about cutting down trees, mining the earth hollow. You think you’re separate from nature but you’re not. If this goes, you go,” she said.

What I am constantly being reminded of, as this country builds the capitalist dream, is that we stand to lose the wealth of traditional knowledge that pivots around this belief - ways to farm, heal, learn and live.

At the Heritage Foundation centre in Moak Sharif, Yasmeen Lari has been working to preserve traditional ways of building. The centre was set up by Yasmeen and her team in 2005 and has evolved to include a women’s centre, a small learning centre for children and a clinic to provide health care for the residents of the village.

Yasmeen believes that her role as an architect should not be restricted to designing houses and buildings. Instead, things should grow in an integrated way.

While I was there, they managed to get the government school, once barely functioning, in working order. Women from the village had organised themselves into a ‘mothers committee’ to oversee the school’s daily operations. And after I returned to India, every once in a while, Yasmeen would call and explain, with great delight, something new they were experimenting with – organic farming, bio fertilizers and natural soaps.

Through the making of this film I realised that building the “earth-way” means fluidity, not concreteness. It means working with the community, integrating it with structures of support and togetherness. Building homes, for Yasmeen, is about situating them. She guides her team to create this kind of space. Traditional, yes, but by no means can this approach be deemed irrelevant. More

In order to provide interested stakeholders from government, business, civil society and academia with an introduction to the green economy concept UNITAR in partnership with UNEP, ILO and UNIDO is delivering the e-learning course“Introduction to a Green Economy: Concepts and Applications”, 21 October - 13 December 2013. Participants will learn about different concepts and facets of the green economy, including its contribution to addressing climate change. Special attention is given to global, national and sector-specific challenges and opportunities to advance sustainable, low-carbon and socially inclusive development. Additionally, participants will begin to acquire basic skills for applying the green economy concept in an economic, policy-making and personal context.

The ability of national actors to act on the green economy is key for effective policy making and achieving tangible results. The concept of a green economy is receiving increasing international attention, as countries explore new patterns of development that take into account economic, social and environmental sustainability considerations. The ability of national actors to act on the green economy is key for effective policy making and achieving tangible results. To address this challenge, United Nations Institute for Training and Research (UNITAR) is working closely with UNEP, ILO and UNIDO in a new Partnership for Action on Green Economy (PAGE), with a focus on national capacity development.

In order to provide interested stakeholders from government, business, civil society and academia with an introduction to the green economy concept UNITAR, together with PAGE partners, is delivering an interactive e-learning course from 21 October to 13 December 2013.

TARGET GROUPS

The course targets groups and individuals that are interested in obtaining a general understanding about the green economy concept and latest developments. They include:

• Civil servants in national Ministries, provincial departments and local authorities

• Diplomats from Permanent Missions and Ministries of Foreign Affairs

• Environmental managers in private sector and civil society organizations

• Faculty, researchers and students

• Interested citizens

LEARNING OBJECTIVES

Participants will learn about different concepts and facets of the green economy, as well as global, national and sector-specific challenges and opportunities to advance low-carbon, resource efficient and socially inclusive development. Additionally, participants will begin to develop basic skills for applying the green economy concept in a real world economic, policy and/or personal context.

After completing the course, participants will be able to:

  • Define the concept of a green economy and explain its value
  • Identify enabling conditions for greening national economies
  • Identify principal challenges and opportunities for greening key economic sectors
  • Describe national planning processes in support of a green transformation
  • Recognize international and regional initiatives and support services to foster green development
  • Apply the green economy concept to a real world economic, policy and/or personal context

METHODOLOGY

The course pedagogy is adapted to professionals in full-time work. Participants are provided with the opportunity to learn through various experiences: absorb (read); do (activity); interact (socialize); and reflect (relate to one’s own reality). The total number of learning hours is 40 over an 8 week period. During weeks 1-5 the reading of an e-book is complemented by a range of learning activities and experiences that include interactive exercises, discussion forums, and an applied case study. Weeks 6-8 are reserved for wrap-up and completing course assignments.

The course participation fee is 600 USD.

A number of full/partial fellowships are available for participants from developing countries working in the public sector, academia or non-profit organizations. Background

Since the 1972 Stockholm Conference on the Human Environment, the institutional framework to address environment and sustainable development challenges has witnessed a steady growth in the number of institutions and agreements, with more than 500 multilateral environmental agreements currently in existence. Yet the continuing deterioration in the natural resource base and ecosystems, global climate change and persistent poverty raise doubts about the capacity of the institutional framework to address these challenges. The 2012 UN Conference on Sustainable Development (Rio+20) reaffirmed the need to strengthen the institutional framework for sustainable development (IFDS) and initiated specific action to foster more effective and coherent institutional responses.



Target Groups

The course targets groups and individuals that are interested in obtaining a general understanding about the theme of international sustainable development governance and latest developments. They include:

• Civil servants in national Ministries, provincial departments and local authorities

• Diplomats from Permanent Missions and Ministries of Foreign Affairs

Earthships: Sustainable and naturally temperature controlled homes

The arid New Mexico desert is home to a cluster of unusual buildings called 'Earthships' -- environmentally-sustainable, self-sufficient homes made using recycled and natural materials.

An earthship is a type of passive solar house made of natural and recycled materials. Designed and marketed by Earthship Biotecture of Taos, New Mexico, the homes are primarily constructed to work as autonomous buildings and are generally made of earth-filled tires, using thermal mass construction to naturally regulate indoor temperature. They also usually have their own special natural ventilation system. Earthships are generally off-the-grid homes, minimizing their reliance on public utilities and fossil fuels. Earthships are built to utilize the available local resources, especially energy from the sun. For example, windows on sun-facing walls admit lighting and heating, and the buildings are often horseshoe-shaped to maximize natural light and solar-gain during winter months. The thick, dense inner walls provide thermal mass that naturally regulates the interior temperature during both cold and hot outside temperatures.

Internal, non-load-bearing walls are often made of a honeycomb of recycled cans joined by concrete and are referred to as tin can walls. These walls are usually thickly plastered with stucco. http://en.wikipedia.org/wiki/Earthship

Pakistan unveils sustainable development strategy

Pakistan's new national sustainable development strategy (NSDS) boasts a 'green action agenda' and proposes to set up a knowledge management system that is based on science, technology and innovation.

The strategy is expected to help steer the country — hit by a string of natural disasters that includes two devastating floods, three cyclones and an earthquake since 1999 — towards sustainable economic growth.

"Collectively leveraging knowledge and innovation would certainly deliver results for future sustainability," the strategy paper says.

The NSDS envisions knowledge management systems that support key economic, environmental and social goals through academic research and foster solution-driven innovation for policy, information gathering, and technology development.

Details are yet to be worked out, but the strategy is expected to attract support from donors and the private sector by being in sync with the United Nations millennium development goals and the proposed sustainable development goals

Pakistan's economic growth has slumped to 2.6 per cent in the past three years and the country is beset by large inefficiencies in the agriculture, energy and water sectors, putting stress on natural resources
